JR trains do run between Sapporo and Otaru, but once you arrive, the canal, Sakaimachi Street, Mt. Tengu, and other sights are scattered across different areas. In winter, snow-covered or icy pavement makes long walks harder; with luggage, strollers, camera gear, or piles of shopping bags, public transport can become a real burden.
